What is the Community Legal Service Partnership?

The Community Legal Service was created by the Access to Justice Act 1999. It involves all providers of legal and advice services, within a local authority area, coming together to plan and deliver quality services. It is a partnership of agencies that fund legal and advice services and also agencies that provide those services.

Manchester's CLSP was launched in April 2000. The Legal Services Commission and Manchester City Council are the two main funders of advice services in Manchester.

Who is in the CLSP?

  • The Legal Services Commission
  • Manchester City Council
  • Advice agencies such as Citizens Advice Bureaux and independent advice centres
  • Private practice solicitors firms
  • Other agencies that have an involvement in legal and advice services

How does the partnership operate?

The partnership has two main groups:

The Executive Group
This group makes the key decisions on behalf of the partnership. It includes representatives from both providers and funders of legal and advice services. It meets every quarter and is convened by Neela Mody, Head of Manchester Advice.

The Providers Group
This is an open access group for any provider of legal and advice services. It operates to discuss new developments and issues arising. It may refer issues to the Executive Group for decision making or action.  It is chaired by Joan Collins (email link - opens in a new window), Advice Network Manager, Manchester Advice and meets quarterly.
