Harassment of tenants by landlords is a criminal offence. It can often lead to the tenant leaving the property. If harassment by your landlord has forced you to leave, this is an illegal eviction.
Landlords can ‘harass’ their tenants in many different ways. For example:
- by removing services from your house, such as cutting off the water supply
- by behaving in a way that means you cannot enjoy your home, such as by verbally abusing you
- by letting him/herself into your house when you are not there
- by throwing you out of your home or by changing the locks and removing your belongings
If your landlord is harassing you, get help.
For Private tenants the Tenancy Relations Service can give you help and advice if you think your landlord is harassing you. To contact a Tenancy Relations Officer:

Remember, your housing rights are affected by the type of tenancy you have. If you don’t know what sort of tenancy you have or what your rights are, you should get advice. If you want further advice and you live in Manchester, you can find a Housing Adviser by using the Advice Agency Search.
