Some people are entitled to reductions in their Council Tax or do not have to pay Council Tax at all.
Council Tax Benefit and Second Adult Rebate
Council Tax Benefit and Second Adult Rebate are available depending on your personal circumstances and/or those of the people you live. They are administered by your local authority (in Manchester this is Manchester City Council - the Benefits Unit), and can be claimed by homeowners and people who rent.
Discretionary Housing Payments
A Discretionary Housing Payment is an extra payment your Local Authority might make to help you pay: Part of your rent if Housing Benefit is not covering all of it, or Part of your Council Tax if Council Tax Benefit is not covering all of it.
